The strange symbols are because Word likes to use "smart quotes" instead of the standard ' and " symbols. When I paste the text from Word into Quark, the smart quote marks make the transition too. When I copy and paste out of Quark (I do it there because any corrections made on the printed page proof are applied directly in Quark) the smart quotes make it into the text box. When I hit "submit" in the web-based web site interface, it converts all the smart quotes into those strange symbols.
I usually go through each story and manually change all the smart quotes to regular quotes, but I forgot to in that one story.
