Article Says Bush Developing Cyberwar Rules

While the government maintains that it hasn't launched any big hacker attacks, officials appear to be working on rules for when that will happen.

According to reports Friday, President Bush has signed a secret directive instructing the government to develop rules for how and when the government would attack enemy computer networks electronically.

An article in the Washington Post says that the federal government has yet to launch a large-scale cyberattack, but the Pentagon continues to develop cyberweapons. The report says the administration is considering ways to use cyberweapons to disable radar and electrical facilities and disrupt phone service.

Michael A. Vatis, director of the Institute for Security Technology Studies at Dartmouth College and former director of the FBI's National Infrastructure Protection Center, says the government needs policies for how and when it should respond to a cyberattack from a terrorist organization or nation. "Right now, there aren't any hard rules," he says.

Vatis says he doubts there would be any impact on U.S. sites if the military were to launch a cyberattack. "Even if the world became aware that we were offensively engaged in cyberwar, it wouldn't make U.S. corporations more likely to become attacked. We're going to be attacked no matter what we do. Information warfare is going to be a part of every military conflict from this point forward," he says.

And while the U.S. military may have some powerful weapons of mass disruption, Vatis says, the country needs to do a better job of focusing on its vulnerabilities. "We are a target-rich environment," he says. "So many nation-states are developing information-warfare capabilities. That's what makes the defensive side of this so critical."

It'll be more of a defence than an attack. The US is the most vunerable nation for cyber assaults. I can't think of many Iraqi internet targets. Any for that matter.
 
Somebody somewhere seems to be practicing lately. The net is fine then its incredibly slow then it's fime again. This or our new server is overloading.:headbang:
