Annoying. The Coastal Commission is a state agency that was formed via proposition in 1972 (55 percent of the vote). It's another layer of government that has to approve anything being done along the coastline, and even up to five miles inland in some rural areas (some of which are here in San Luis Obispo County). If you want to build something in the "coastal zone," you have to get it authorized by the city council or the county board of supervisors, and the Coastal Commission can override the approval. It's sort of like a homeowner's association on steroids. I would hope my local county board of supervisors would be better able to make decisions on local land use than some bureaucrats hundreds of miles away.

Here's the latest example.
 
I guess that when the bridges collapse, there will be "outrage" from the officials that something should have been done sooner. That will enable said officials to spend more money than it would cost to replace them now.
