They willfully delay troop funding by sending the President a bill they know he will veto.
The video of these comments would show the speakers foaming at the mouth, a sneer on their lips, their voices shaking with anger and their eyes bulging and twitching:

"We’ve already compromised. And we need to make this president understand, Mr. President, the public has spoken.”
"I believe myself that the secretary of state, secretary of defense and — you have to make your own decisions as to what the president knows — (know) this war is lost and the surge is not accomplishing anything as indicated by the extreme violence in Iraq (Wednesday)." said Reid.
