The Richmond Times Dispatch reported Monday that Virgina's House of Delgates had passed a bill that would fine people up to $50.00 for intentionally exposing their underwear in a "lewd and indecent" manner.
This bill targets primarily black urban youth emulating their rap star idols by wearing loose and baggy pants.
Interestingly the House of Delegates also passed a bill that prohibits the taking of a picture of a person's underwear or intimate parts.
