They are talking about rounding $10.02 down to $10.00 and 10.03 up to $10.05.

We ain't had 1 and 2 cents for over 10 years now, but since we all pretty don't use cash to pay for purchases (eftpos or credit cards are the norm) we pay the exact price anyways. Soon we won't be using 5 cents coins either - the lowest denominator will be 10 cent coins.
