They are allowed to have missles providing they are limited the prescribed range. From the looks of the one they showed after it crashed in Kuwait, they were made by highschool kids.

We're not sure if thats what they were or thats just what they're being called. Scuds typically have a longer range.

They were scuds and they were shot down by our patriots. Hence the short range. Also, they were aimed for a short range.
