How does Shoutbox work?

I hate to be such a technologically challenged doofus, but I'm an old codger. I clicked on "Enter Shoutbox" but I can't figure out how to post in there. How do it be done?

When you are in the shout box you should see a reply box on the right hand side of the screen. Somewhere down below that is the "Submit Reply" button

The shoutbox is not allowed to be used by members under 30 posts.

And the user promotions thing (changing people who had over 30 posts into the registered members usergroup) was not working because nobody was viewing a thread at a :45 minute (ever? I find that hard to believe)

I changed the user promotions schedule to happen every time someone views a thread.
