I bought a nice new monitor for no reason I guess...help?

My old 19" CRT developed this weird smearing problem. Anything darker on the screen (including the text I'm typing now) makes this light gray horizontal smeared line that runs the width of the screen.

I thought for sure my monitor was going out so I order this sweet 19" LCD with 8ms response time here...

Guess what I get it today and hool it up and I have the same damn problem! No I'm wondering if I should send the thing back and spend my money on something else. It's going to be tough letting it go but apparently my old monitor is probably fine.

Any ideas what could cause this?

(if your drivers are ok and you have no viruses)
Vid card would be the first thing to try.
Then the position of you computer, sometimes interference can get in the way and degrade the quality.
Then move to electric installation problems, but I doubt about this one, since different monitors would have different problems under this case.
