Well, that's what Canada's for. I was going to take my brother to Canada once when he was 19... actually, he is still 19. But... kind of... not allowed to leave the state.
So by the time he's able to do so, he'll be 21 and what would the point be then? We could just get drunk here.
In fact, I'm going to take him to a bar (or many) for his 21st birthday.
