According to some reports there were drugs, but the party was on a public lake. The sex isn't really the issue, though the females involved were hookers...it's that female members of the crew were invited to join in. And some of the female crew members were 17 years old.
 
Then it would be the boat's owner and Captain in trouble, for allowing underage staff at a party.
