When i was living in Fairbanks i'd get off work at 2:00am and i'd be the only one on a three mile stretch of road and still i'd catch every single red light on the way home.
 
I hate it when I'm in a left turn lane that won't turn green even though the lights for the rest of the lanes have all turned green, yellow and red three or four times over.

A lot of those use an electromagnetic trigger. They read the electromagnetic field of the vehicle. Try flicking your high-beams. On the bike I have a lot of trouble with weight-triggered ones, but they're starting to disappear. I think the electromagnetic ones are a response to smaller and motorcycles not being able to trigger the weight activatied ones. Of course, if your intersection hasn't been repaved on ten or twenty years...
