Usually I can just transcend the same install of Apache, PHP, and MySQL across multiple installs of windows, and just readd the php4ts.dll file to Windows\System32, and start up WinMySQLadmin and set it to install the service, and I'm good to go. But they are all pretty easy to set up individually now. I had PHP 4.0.5 and that was a bitch, then upgraded to 4.1.1 and it was a bit better, and now 4.3 is a cinch to install.
