Actually we're in the red now because the weather has been so warm. When it's normally -40 to 10 degrees all the city has to do is gravel the road every couple of weeks after the snow is compacted to ice. Lately it's been so warm the top layer of ice thaws which makes the roads smooth ice with water on top so they've been having to gravel the roads every day. That and a little rain every couple of days with freezing conditions every night doesn't help.
Who would have thought 40 degrees could cause so many problems.
