they really need a "none of the above" option, where the office would go unfilled and unfunded if "none" won the election, per the libertarian platform.
 
None of the Above looks good on paper, but when a district has zero representation, isn't that taxation without representation?
 
if one person gets one vote, the district is considered represented.

Just because one doesn't vote, or the person they voted for doesn't win,
isn't considered No representation.

If that were the case, many people have been paying all their working life without rep.
 
Article 1 Sec 2
When vacancies happen in the Representation from any State, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies.

So, if they chose NotA, the Governor takes over
