It's assault. A young recently discharges US Marine was killed while I was in college by some dolt dropping 30 pound rocks off an interstate overpass. Hope they lock the little darling up with the real bad boys and let him get a good dose of the Hershey highway.
 
Where I live we call that attempted murder in both opinion and law. We've sent several nimrods to jail for throwing all manner of things off of overpasses into cars. The favorite around here was a cinderblock until some kid got 30 years.
 
Crazy people are locked up to prevent them from from hurting themselves or others. It should be the same with stupid people.
