Anyone know HTML? I need some help.

I'm making a web page that has pictures of various tropical fish. I have frames that split the page into two, with one frame along the top. In the top frame, I want to put a drop-down menu with links to other pages that I want to open in the bottom frame. The problem is, the links open in the top frame, and I can't get them to open in the bottom frame. I have named the pages index.html top.html bottom.html, and have given the two pages (top/bottom) names in the frame tag, and they are called "top" and "bottom".
My code is attached.

If anyone can fix it, or make me a new wod of code that works, I would greatly appreciate it.
