This is what the Air Force does over the Gulf of Mexico off Panama City. F-15E Strike Eagles and F-22 Raptors are a common sight around here - they fly right over Panama City at low altitude as they approach Tyndall AFB (home of the 325th Fighter Wing) to land. A beautiful sight - these are magnificent aircraft.
In the video, the planes they are shooting down are old F-4 Phantom drones (an orange tail means unmanned drone flown by remote control). The aircraft in the video with "TY" markings are based at TAFB.
