With vBulletin 2.x, there was a way to sort smilies. If I recall correctly, the admin could put them in any order. This was an add-on feature (a hack). I didn't write that particular hack, but it was written at my request, and I'm pretty sure it was written by someone who later became one of the vBulletin developers (pretty sure it was tubedogg, or Kevin somethingorother, sam and fury probably know who I'm talking about). Therefore, I'd be surprised if it's not a built-in feature now in 3.x. So many of those old hacks are built in now, including some that I wrote myself.
