You would think so wouldn't you.

That's why it's so confusing. When I was in Germany, I was 'encouraged' to try to speak a little German in deference to our hosts. In Korea, I was 'encouraged' to speak Korean, again, in deference to our hosts. If I was to actually move to Germany or Korea, I would have to learn the language as a prerequisite because all the traffic signs, TV shows, newspapers, etc are in that language. If I wanted something printed in English, I'd have to pay extra, or translate it myself. I am of the mind-set of "You move there, you learn how they are, and do the same." After all...it's the right thing to do.

It is illegal to purchase an automobile in Indiana unless you are a licensed driver.

3. Freedom of movement is an inherent right, but using a motor vehicle is not.

CAn you point out where that is enumerated? I used to think that was true but it is no longer the case.

CHILDREN as young as three are to be singled out by nursery staff if they display aggressive behaviour or have a family background of criminality, according to a government report.

The study, leaked yesterday, proposed nursery staff should note children of three and four who bullied other children as deemed to be at risk of growing up to be criminals.
