b&c were nominated subs from a non-competetive process. the reality is that kbr will work with those they already have a working relationship with [its the nature of large firms like that]. the well control companies themselves are not directly attributed to the uncompetitive process and there is nothing incorrect with nominated subs.

the very nature of an uncontested bid process, regardless of who is chosen, is itself dirty looking as it implies some sort of funny business going on.

Yeah funny buisness indeed. I know we are not talking about the failed environmentalist/ pres nominee Gore here but how about Clinton/Gore selling our Naval reserve to Occidental petroleum for a cool 3.6 billion? Now figure the amount of cash the reserve will make Occidental and Gore and in the end how much of that will goto the DNC or more specific Hillary in 2008 and how much went to Gore in 2000 in his pres bid;)

The explanation was that they were planning a war, and couldn't open up the bid to the public without compromising security. That, combined with the fact that the company had already done the same job in Kuwait back in 1991 makes it less dodgy.
 
I work with government defense contracts on a daily basis. Sometimes the government requires competitive bid, sometimes there is a distinct need for a sole source no-bid contract. Depends on the circumstances.

I'm not going to offer an opinion on this particular case. Not today at least.
 
i fail to see the compromise in security as nearly everyone knew we would go to war by march 2003 at the very least. ;)
