I just learned of the "GLF" from my gardening message board... It's pretty funny. Here's a blurb from the "freethegnomes" website:
What I think is the funniest thing is that after the gnomes are taken, they're setup in a social situation elsewhere. Sometimes setup like they're playing baseball on a field, drinking and eating at picnic tables, hanging from trees, on the steps of City Hall presumably demonstrating....
I did a little google searching and found a ton of links... Here are some:

Reminds me of that part of Amelie when she takes her Dad's gnome
FreeTheGnomes.com provides Garden Gnome Liberation information and calls to action. We advocate an end to oppressive gardening and freedom for garden gnomes everywhere.
The Situation
Thousands of Gnomes are enslaved in Gardens across America. For too long we have let our neighbors usurp the rights of these gentle woodland creatures.
Calls to Action
Join our boycott. Organize a picket demonstration. Write to Congress. Free a Gnome. We'll show you how.
Report Neighborhood Tyranny
Have you seen a Gnome in captivity? Report it here. This information will be made available to the Garden Gnome Liberation Front, the local, Federal, and international authorities, the appropriate amnisty organizations and will be transmitted into space via a powerful, world-class radio astronomy dish.
