Basically, you dial their BlueLine number (locally, calls are free), listen to a brief commercial message, and then dial your friend's number.
This is a very interesting concept. Basically what they do is have a network of telephone lines that dial each other, locally. For example:
Toronto is area code 416. Surrounding the 416 area code is area code 905. All calls made from 905 to 416 are considered local. However, if you call a 905 number on the other side of town, it may be considered long distance and you will be required to dial a "1" or "0".
What they do is have exchanges everywhere, which will dial local numbers on your behalf. That way you can dial a 905 number on the other side of town via their network, which will work this way:
You (905) dial the local number. Their exchange takes the number you want, and calculates the shortest distance though their network. It will then establish a connection with an exchange in area code 416 (local call for them, so it doesn't cost them a thing). That exchange will make a call to the next exchange (also a local call), etc. That way they chain up the network with local calls and provide you with a way of making a long distance call, without charges. It costs them nothing to make the call, just the monthly service fees, which they get from playing a message to you.
