Our phone at the trailer had three programmable emergency buttons. Police, fire and ambulance. Since all of ours pass through 911, they're all programmed the same. Pretty much just slapping a hand on the phone will dial it.
 
Same deal here. If you just push some random combination of numbers and leave the phone off the hook, it will route to 911, assuming you're incapacitated and unable to dial because you have a bloody stump or something. That's how a cat can dial 911: it can knock the handset off the hook just far enough and then walk across the keypad.
