If you notice...the kids aren't being punished. The parents are. Either way you spin this, though, the kids aren't cursing the teachers or the cops, now are they?
 
We just need to implant GPS chips into all kids under 18 and then remove them at majority. That way when something bad happens they run the ticker-tape back to see who was there or not in the past few hours. Robberies, vandalism, kids sneaking around, grafitti... poof.

Not remove, just deactivate. Reactivation upon release for any detention.
