It is every bit of that. It was a unanimous vote in which none of the legislators had any clue as to what they were signing on for... repub and demo alike. It was the lead-in news story on all of the morning talk shows and radio because of the sheer ignorance of the legislators. All of the ones interviewed were astonished to hear or 'piercings' in the first place... but were quick to make snap judgements that they still supported a ban because they didn't personally agree to it... as if 60 year old men have a clue as to popular culture and what is going on at any time of the day or night.

Being that it was a unanimous decision, it would survive a governor veto and quite possibly a state constitutional challenge. There are methods for emergency injuntive relief for stupid laws. I remember one time when they passed a law making it illegal for anyone who wasn't a doctor to inject anything.... which made it fun for paramedics ...nurses ...diabetics ...
