SPAM is an obvious concept... but concepts like oversized and overzealous are in the eye of the beholder. Its a bit too ambiguous and open to as much abuse as laying down hard and fast rules. I'm not overly fond of a Wild West attitude... but coin-flip Stalinist rigidity is no answer as well.
