Okay. Let's look at your scenerio on another level.

Citizens decide to vote to make selling and using illegal drugs a capital offense. The measure passes with a 78% approval rating, so everybody in the state government has to side with the voters. Discuss...

You're going to have to expand a little there. If 78% of the vote goes one way then what is the problem?

With a sovereign Quebec to the north as a major trading partner. Sounds good to me.

I should have clarified it to say "presidential".
Of coarse it could make a diff in the house and senate, but I don't think
as big an impact as the pres. one. ;)
