Rep. Carter introduced a bill Wednesday to eliminate all IRS penalties and interest for paying taxes past due.

The legislation calls for the creation of what he calls the, "Rangel Rule," -- drawing attention to the recent legal issues of House Ways and Means Committee Chairman Charlie Rangel, D-N.Y., enabling citizens who fail to pay taxes on time to do so later with no additional fees.

Rangel, who writes the country's tax policies, acknowledged last fall that he failed to pay thousands in real estate taxes for rental income he earned from a property in the Dominican Republic.

As of September 2008 the Harlem Democrat reportedly paid back more than $10,000 in taxes but that did not include any IRS penalties.

"Your citizens back home should have the same rights and benefits that come to you as a member of congress. You shouldn't be treated any differently under the law than your citizens back home," Carter said.

he initially failed to pay payroll taxes on income he received from the International Monetary Fund in 2001, and then repeated the error in the three subsequent years, despite the help of an accountant. Apologizing to the committee, he took responsibility for what he called "careless" and "avoidable" mistakes while insisting they were unintentional. He acknowledged signing an IMF statement at the time that he understood he had been reimbursed to pay those self-employment taxes, adding that he should have read the statement more carefully. Millions of Americans have said the same thing about the tax code during an IRS audit, earning less forgiveness.

WASHINGTON (AP) — The White House on Wednesday defended Treasury Secretary Timothy Geithner's choice of Mark Patterson — an ex-lobbyist from Goldman Sachs — to be his chief of staff.

The selection is at least the third high-profile exception to a policy by President Barack Obama that says no one who has lobbied on a set of issues within the past two years can take a role in his administration that deals with the same subject matter.

White House press secretary Robert Gibbs reiterated his claim that that rule is the "strongest that any administration in the history of our country has had."
