It's okay to have armor-piercing rounds any other time, or; It's okay to commit a crime, but not if you're using armor-piercing rounds in your weapon?
 
It's like Tennessee putting a tax on illegal drugs. You don't pay the tax and you get busted for having the drugs, then they can run you through the ringer on tax charges in addition to possession of less than an ounce of marijuana.
