I have my 15 yo son wear diapers and/or plastic pants on the suspicion that he masturbates. This is an excellent way to keep it in line. If he wants to satisfy himself he asks for permission, and he is only allowed to masturbate under my supervision. If it's from the US, it's legal. We have what's called the 1st Amendment which bars the government from making any laws abridging the freedom of speech.
 
We also have the 2nd Amendment which bars the government from making any laws that infringes on the people's right to bear arms. But they quit paying attention to that one about 140 years ago.
