I think you heard it wrong. It doesn't happen more often than in the rest of the world. You may have heard of the death squadrons, but that is a whole different thing. They are basically policemen squads, that act under cover, mass killing homeless children who they consider as 'potential' criminals. Rumors exists that they act under contract for business owners.
