Perhaps it is a multidirectional intersection where there are 2 possibilities going left and only one of them is legal.

Or maybe you just can't turn left onto that street...if the traffic in the opposite direction from the direction that the sign applies to is quite heavy it would make sense...one could get onto that street by going up to the next street and turning right, then turning right again then right again...like so...

But yet the street the guy was on goes all the way to the cross street without being marked "one way" from the prior cross street on.
 
I've seen the "Cross Traffic Does Not Stop" signs at one way streets with the arrows pointing both ways all over our rallye territory, there's plenty of different ways to gimmick them.
