You know, I know everyone thought it was funny when he said that, and I don't want to defend the man at all, I personally think he's a stuffy creep, but...
He was the one that introduced the bill in the house to allow for privatization of the Internet, allowing ISP's to pop up all over the country, so in a sense, he is responsible for the Internet's growth, however, not it's invention. That title goes to the US Dept of Defense.
