I went to a elementary with a uniform code

We signed a paper saying we would follow the rules.

Our parents signed a paper saying we would follow the rules.

Everyone knew the rules, there was proof everyone read the rules.

If the paper was not signed, you could go to another school without a dress code.

Ends all problems right there.
 
I've never been a fan of school uniform policies with opt-out clauses. It defeats the purpose.
