One last suggestion, and then I'm stumped. Go to Control Panel/Add remove Programs, and click Internet explorer. There should be an option to repair your IE installation. Try that.

If it's still doing it after, I'm lost.

nevermind, it seems that owner account was fubared, i moved all her settings/documents over to a new account and outlook works fine there
