"Ma'am" is a very respectful term. Can't fault the General on his manners.
If he had adressed a male Senator as "Sir" or "Mister", can't imagine him getting any guff.
Of course, she deserves as much respect as any other Senator, but being a stickler for titles comes across as crass and needy, which most politicians are. She's no exception. Most politicians are vain, narcissistic power junkies who demand the formalities of respect because they know that they can't command the real thing.
