its a safer way to give them a little responsibility and restrictions at the same time for having a cell fone. Especially kuz they can only dial out numbers that their parents set up and for others who are calling to be only those numbers allowed to. The parents can get in touch with them easier and they only have so many minutes so it cant be used too much.
