Not since the internet went 'public'. Instead of DoD and federal employees taking care of the backbone, you now have contractors, sub-contractors, and sub-sub-contractors doing the work...

I don't know, though. It seems incredible to me that they don't have an independent communications system.

You're kidding, right? You know how expensive that actually is? The military doesn't even have that kind of scratch. Our communications run off of commercial wires and sattelites. We just have encryption methods that prevent unfriendly ears/eyes from getting our data...

More expensive than being more or less completely unprepared for a disaster? I don't think so. I understand that it's expensive; some things are worth the cost. It's even more of a joke that the military doesn't have them. However, that's not what I meant. I'm talking a contigency plan using existing technology. Two way, line-of-sight radio communication (hell, CBs would work) with a relay system would have alleviated a lot of the perceived problems. If we aren't prepared for a hurricane, what will we do during a terrorist attack? It seems pretty clear that we're significantly less prepared now than we were on 9/11, isn't it?

The Federal Gov't may not interfere with nor send troops to a sovergion state without the express invitation of the leaders of said state. Warshington had, in anticipation of sending federal authorities to said state, set them up, communicated & prepared a response. Leeseeannas democrat Governor & Naw'Lins democrat Mayor waited until a more opportune political time to make the call.

The Feds were only following laws created as a result of the Civl War. :p
