My Grandmère used to say "An ounce of prevention is equal to a pound of cure" - in french, and not in those exact words..but I got the idea.

If the ends is a dead terrorist...and
a) one method turns them into a martyr used to recruit others
b) one method cheers on the killers (those who took out the terrorists) because they (terrorists) were hated and feared by their family and friends.

I'd rather go the 'b' route... pretty much every time.

Dehumanize them, make them seem like traitors to their own religion, criminals, rabid animals needing to be put down. To do this and effectivly counter their propoganda, you need to understand it...break it down, find the weak spots and expand on them.
