no, it's a pretty real difference in classification. one can vote. one can't. trying to lump them is simply wrong.

The Governor of California is an Immigrant (1. A person who leaves one country to settle permanently in another.) that letter would infer he isn't allowed to vote.One does not simply stop being an immigrant when they receive citizenship.

Settling permanently in a country does not give you the right to vote there. Becoming a naturalized citizen does. Why is this such a hard concept to grasp?
If they intended to frighten Arnold Schwarznegger, they should be kicked in th eass all the way to the unemployment line. If it was a poorly worded reminder, public education failed them.
