If the BIOS allows for booting from a CDROM ,then most Linux install disks will do it for you. If not I beleive Ranish Partition Manager will.

if you're installing it, the distro should have its own utility. If you're removing it, I'd recommend toms root boot disk or some other utility to write zeros to the first part of the drive. Sometimes windows installers will trip over unknown partition types and say the drive is damaged.
