In fact, what got him reelected is the fact that he distributes money between the less favoured. Though it will not solve anything in long run (because it's really not a concrete politics, it's just that, plain distribution) for now is enough to grant him another mandate.
He may or may not be good to his people, the trouble is, I don't think anyone should ever be reelected, hell, not even once.
