New law passed in California, could be far reaching

I don't remember the popular name for this law, and I can't seem to find a link about it (would help if I could remember the name, eh? :D ).

Essentially, California passed a law that prohibits acts/choices for which there is evidence of it being harmful to the environment. I wish I could remember the specifics, but I was driving at the time when I heard it on NPR and had a dozen other things on my mind.

About the only thing I remember for certain was the particular thought I had as they were describing the law... "whoa, that could be really far reaching!"

I thought it deserved some discussion. Unfortunately, I can't remember what we're supposed to discuss. :D Hopefully someone paid more attention than I did and can fish out a link for us. ;)

Damnit, I just can't seem to remember the wording used.

Something like "assumption of something or another" or "principle of this or that". Bah. I'll run across it again some day.
