Now, you can say the bomb wasn't ready for Germany but that's crap, it was ready for most of the war, they just didn't want to have to use it. I think the decision was made for two reasons, one, racism, and two, that Japan is an island, and if it fucked up the whole island, no big loss, where if it fucked up Germany, the center of Europe would be toast for the next few thousand years.
I think that it goes beyond that. We weren't sure if Germany didn't have their own bombs. Oppenheimer was a german scientist after all. If his technology had been copied and followed-through on, then the Nazis might very well have had the bomb and been able to use it.
I doubt that 'fallout' was the issue...the bomb was fairly new and they didn't know the full extent of the after-effects of such a bomb.
Racism...that I can understand, but Nazi horrors trumps racism IMHO.
