I'm curious, Mr Moore, in his hatred of the underclass, the poor & those pigmentally enhanced, how did President Bush & Mr Brown do last year when 3 hurricanes in two months hammered Florida? I don't recall your complaints then.

That is what the Federal government may do. The rest of the document is strict limitations on its power.
