Typically, if the server is well-configured, and there are no rogue scripts running amok taking all the resources, just a lot of page views in a short amount of time can cause a high load average number. But a high load average doesn't necessarily mean that the server is overloaded. A combination of a high load average, low CPU idle percentage, and high memory usage is indicative of an overloaded server. Technically this server could be called borderline at some times, but there have been very few load spikes and most of the time, page generation times are consistent. In fact they're the lowest I've ever seen for our site. Remember when everyone would usually get 1 second or higher on thread pages?
