I'm not sure what the article is trying to say. The Obama administration continues to work on job creation. There's no indication their accepting the current crisis as "new normal".
If Bush were president, they would be calling the recovery a "jobless recovery".
In this case, they give Obama for two reasons -- both of which we all already know -- so what was unacceptable for one becomes acceptable for the other. There are numerous examples of this double standard across the spectrum.
The Labor (insert whatever he being called this week) has stated openly that where there may be a recovery the unemployment rate will stay at ~10% for the foreseeable future.
There is also that little thing about the job numbers being up but mainly because all of those census workers who were hired temporarily. When the census is over, they will be out of a job and the same people who created the up numbers will now be feeding the down numbers.
