Every computer on the internet has an IP address. This includes any servers that are storing the information you want, such as this forum. There are also computers out there called DNS's. A DNS is a Domain Name Server. What it does is takes the address you type in the address bar and translates it to the IP address that is assigned to it. Such as here. I type www.otcentral.com The request goes to the DNS for the IP address. Once you have a corresponding IP address, then you can access the page. You can type the IP in directly and bypass the DNS completely if you wish, which is what you are doing when you come here.
The reason for all this is simple. Would you rather go to www.google.com or 64.233.167.147? They both will take you to the same place, but google is much easier for the brain to wrap around.

The server I use for the two sites utilizes the typical "virtualhost" directive in apache, allowing it to serve multiple sites off one IP address regardless of DNS (PT is correct). It knows what site to give you based on what site you asked for.
My router and everything behind it is unreachable unless you are considered blessed traffic (HTTP/Mail/etc). As a whole, ICMP (ping, traceroute, etc) traffic is denied, as Prof said, for security reasons. This is not unusual, and even some ISPs are no longer allowing outgoing ping/tracert.
BTW: If http://1.2.3.4 returns http://abc.com, then http://1.2.3.4/folder is almost always equivalent to http://abc.com/folder, hence the 404 error given when its tried with my IP (note the reported server name).
The sugar coated version: No, the server will not respond to IP requests with PiL. Traceroute won't work due to the firewalls.
Just out of curiosity, do your domain filters work with proxy servers (hint)?
