Works? It's broke. More & more doctors are refusing to participate in it. Government price control over medical costs. Maybe the government ought to price cap engineers too?
Medicare is a big government program that is so bloated it'd die a horrible death if it weren't for busy body politicians protecting thewir own self-interest (3rd rail). Much of the reason
medical costs are as high as they are is due to government caps. That money has to be made up somewhere. So, the hospital will charge $13 for an aspirin tablet to cover costs and
the legislated mandatory coverage of the indigent & illegal aliens.
Suddenly, a forty five cent aspirin is now $13. Why? Because, instead of covering costs of the care & the office personel to handle a thousand forms for billing from a thousand
companies & the Medicare/Medicaid debacle, it limits payouts. A $76 office visit & blood test needs to be billed at $126 plus lab, to get a $36. payout. $36 won't cover costs.
Insurance companies use government figures to set up
reasonable & customary fees. So now, that $76 office vistis, including labs, is billed at $126, because the government
said that is the value. However, the insurance company, not having a legal mandate to screw the provider, must pay a contracted, mutually agreed upon 61% of R&C. That covers
costs, barely. It should cover completely, but somewhere along the line (early 90's I believe), the federal government stepped in & mandated that all kinds of additional coverages.
Now, the insurance company, which was billing it's customers at affordable rates, must jack those rates so it can cover legally required but not negotiated costs, such as birth control,
mental health & previously negotiable pre-existing condiitons. Instead of being able to charge additional premiums for, say, chronic heart conditions., they were forced to accept
those conditions after a beauracrat designated time period (6 months or a year).
Well, now, economics being what it is, they had to raise their negotiated fees every contract year in order to maintain both a profit (generally about 2-3%) & cover costs.
Instead of telling 8% of the population that they must pay more since they will cost more, the insurance company was forced to take on all comers. The only way to do that,
and maintain their business, was to raise costs. Additionally, a rapidly aging population requires more services. However, that rapidly aging population is less & less economically
and physically capable of returning to a productive life, so costs must rise on those who are productive. Can you say viscious cycle?
Now, throw the government into the mix, moreso than before. They are writing legislation which will, ultimately, destroy private insurance. They will also limit
treatment (productivity vs age). It'll also raise taxes since someone has to pay for all the boomers getting care. Which will lower the economic viability of the younger
worker (less capital). Less capital means fewer goods sold, meaning fewer workers. Fewer workers means fewer taxes which results in less treatment.
The private sector, allowed to operate ina capitalist system, controls costs, maintains viabiltiy, increases coverage & makes a profit.
Once the government gets involved, all costs go up. As has been repeatedly shown. Less efficient & more waste.
